Giulio Prosperetti

Professor Giulio Prosperetti was born in Perugia on 7 December 1946 and currently serves on the Constitutional Court, to which he was elected during a joint session of the Parliament on 16 December 2015.

Since December 2015, Judge Prosperetti has held the position of Full Professor and First Chair of Labor Law in the Law Faculty of the Tor Vergata University of Rome, where he has taught since 1994. Prior to that, he served as Director of the Second Level Masters program in the fields of “labor, union, and social security law” at the Tor Vergata University of Rome.

Since 1972 he has taught Public Law Institutions at the Università Libera of Cassino.

In 1973 he became a research assistant of Constitutional Law under Professor Leopoldo Elia and research assistant of Labor Law in 1977, under Professor Gino Giugni.

From 1985 to 1994, first as Associate Professor and then as Professor, he taught Labor Law at the State University of Cassino.

At the same time, he continued to teach Public Law Institutions.

Since 1994 he has served on the Organizing Committee of the Law Faculty at that University.

He has served numerous times as an elected member of the national Selection Comittees for academic abilitazione in Labor Law for both associate and full professors.

He was admitted to the practice of law in 1973, and to practice before the Supreme Court of Cassation in 1986. He has argued before some of the most prestigious courts: the Italian Ordinary Courts, the Supreme Court of Cassation, the TAR, the Council of State, the Court of Auditors, the Tax Commission, the Superior Court for Public Water, and the Court of Justice of the European Union.

He was on the Legislative Committee for Social Security that was behind the passage of Legislative Decree No. 314 of 1997.

In 1996 he was appointed to the Oversight Committee for Implementation of the Work Stoppage Law in Essential Public Services.

In 1999 he was appointed Vice President of that Committee and Acting President of the same (when President Giugni fell ill). In that role, he oversaw implementation of the reformation of the Committee pursuant to Law No. 83 of 11 April 2000.

He has served on the Board of Directors of AIDLASS, the Italian Labor Law and Social Security Association.

He has served on the Board of Directors of the Association of Defense Lawyers Before the Court of Auditors (AADDCC).

He has also served as a member of the AISRI, the Italian Research Association of Industry Relationships, and of EISS, the European Institute of Social Security.

He served as a member of the National Board of Directors of the National Association of Italian Lawyers.

For twenty years, he served as a Judge on the Vatican City Court of Appeal.
He served as a Council Member of the Association of Lawyers of Rome for the two year period 2006-2007.
He served as President of the eighth Film Review Commission.

In 1997 Judge Prosperetti was awarded the title of Grande Ufficiale dell’Ordine of the Italian Republic, by President Prodi.

In 2019 he was awarded the title of Cavaliere di Gran Croce of the Italian Republic by President Mattarella.

He sits on the academic boards of the following journals: Rivista del Diritto della Sicurezza Sociale, Rivista Nuove Tutele, Lavoro e Previdenza Oggi, and Temi Romana.

His scholarly research has been dedicated, in particular to labor law and union law, and he is the author of five books in the field:
