In April 2013, he was appointed as one of the ten members of the Commission for Institutional, Economic and Social Reforms (Commissione per le riforme istituzionali, economiche e sociali) by the President of the Republic. In June of the same year, he was appointed as a member of the group of experts called upon to develop a proposal for constitutional reform by the President of the Council of Ministers.
As a full professor of Constitutional Law, he has taught at the Universities of Cagliari, Palermo, Luiss (Rome), and Luxembourg.
Until taking office as President of the Competition Authority, he worked as a practicing lawyer.
He is on the scientific committee and the editorial board of several scientific journals.
He is the author of numerous volumes and scholarly publications on public, constitutional, administrative, competition, and European Union law. The volume titled Diritto Costituzionale, which he co-authored, is among the most widely used textbooks on constitutional law in Italian universities.
