Giovanni Amoroso

Born in Mercato Sanseverino (Salerno) on 30 March 1949, Giovanni Amoroso was appointed to the Constitutional Court by the Court of cassation on 26 October 2017 and sworn in on 13 November 2017. He is married, has two children and fourteen grandchildren. In 1971 he graduated in Law with honours from Sapienza University of Rome, where he defended a dissertation in the field of political economy on exchange rates and balance of payments.

JUDICIAL ACTIVITY

Appointed as judge by ministerial decree of 27 March 1975, Giovanni Amoroso was first criminal judge in Bergamo (1976-1980) and then labour judge in Rome (1980-1984).

In 1984 he was assigned to the Massimario Office of the Court of cassation, initially as a first instance court judge (1984-1989) and later as an appellate judge (1996-2000). He was assigned to the Labour Chamber, where he served as judge rapporteur.

In 1986-1989, he also served at the Electronic Documentation Centre of the Court of cassation, where he also delivered training courses on Italgiure, the electronic system gathering the Court’s databases.

From 1990 to 1996 he worked full-time as assistant to Constitutional Judge Renato Granata. After returning to his post as appellate judge at the Massimario Office of the Court of cassation, from 1996 to 1999 he continued to work as part-time assistant to Constitutional Judge Renato Granata, who at that time was President of the Court.

From 1999 to 2008, while remaining in office as a judge of the Court of cassation, he was assistant to the Constitutional Judge and President of the Constitutional Court Franco Bile.

In 2000 he was designated Judge of the Court of cassation, where he was first appointed to the Third Criminal Chamber and assigned to the Labour Chamber and later appointed to the Labour Chamber and assigned to the Third Criminal Chamber, always working in both the civil and criminal divisions.

After qualifying for senior management functions, in March 2006 he was also assigned to the Joint Civil Chambers of the Court of cassation first as Judge and later as President of Chamber.

In February 2013, he was appointed Deputy Director of the Massimario Office of the Court of cassation, of which he later became Director.

In February 2015, he was appointed President of Chamber of the Court of cassation and assigned to the Labour Chamber.

In June 2015, he was also assigned to the Joint Civil Chambers as both President of Chamber and coordinator.

 

OTHER PROFESSIONAL EXPERIENCES

Giovanni Amoroso was coordinator of the scientific board of the Ministerial Commission chaired by Professor Giuseppe Tarzia for the revision of the Code of Civil Procedure (1994-1995).

He was a member of the first Technical Commission of the Superior Council of the Judiciary (Consiglio Superiore della Magistratura) for the assessment of the scientific skills and the abilities to analyse legal rules of candidates for the posts of Court of Cassation Judge and Deputy State Prosecutor.

From 2006 to 2017, he was the delegate of the First President of the Court of Cassation for the relations with the trade unions of the Court’s staff.

He has been a tax judge since 1978 and, until 2017, he was President of Chamber of the Provincial Tax Commission of Rome.

He chaired the examination board for lawyers seeking admission to the Court of Cassation (2015).

He has delivered numerous speeches at workshops and conferences, including at the School of the Judiciary (Scuola Superiore della Magistratura).

Experiences abroad

In his capacity of assistant to the President of the Constitutional Court, Giovanni Amoroso took part in the multilateral meeting of European Constitutional Courts in Paris in 1998 and in the bilateral meeting between the European Court of Justice and the Constitutional Court in Luxembourg in 1999. As assistant to Constitutional Judge Franco Bile, he participated in the multilateral meeting of European Constitutional Courts and the Constitutional Court of Bosnia and Herzegovina in Sarajevo in 2000. He interned twice at the French Court of Cassation in Paris, in 2011 and 2013, where he followed the work of the Chambre social and also gave a lecture, with the President of the Chambre, at a conference organised by the Commission ouverte du barreau de Paris in Paris on 29 November 2013. On behalf of the Italian Court of Cassation, he delivered a speech at a meeting with Morocco’s Court of Cassation at the University of Rabat in partnership with the University of Naples Federico II, in in Rabat (Morocco) on 17 and 18 December 2015.

Foreign language skills

He has obtained the DALF (Diplôme approfondi de langue française) and the CPE (Certificate of Proficiency in English).

 

TEACHING ASSIGNMENTS

He taught a two-year supplementary module in civil law at the Faculty of Law of the University of Macerata (1988-1989).

He held teaching assignments in constitutional justice for several years at the Faculty of Law of the University of Bari LUM and the Specialisation School for Legal Professions of the University of Campania Luigi Vanvitelli
